海南重点建设项目华盛昌江200万吨水泥厂正式投产

　　本报石碌6月29日电 （记者梁振君吴钟斌通讯员陈德烈）经过一年半的开工建设，我省重点建设项目之一的华盛昌江200万吨水泥厂今天正式竣工投产。

　　据介绍，华盛昌江200万吨水泥项目是目前我省最大规模的水泥项目，也是华盛经济发展有限公司最大的投资项目。项目的建成投产，有助于我省水泥工业的结构调整，填补我省水泥工业发展空白，实现资源的综合利用，促进西部工业走廊的经济发展。







　　据了解，昌江境内矿产资源丰富，其中储量高达1.1亿吨的七叉镇尼下石灰岩矿，是制造特级水泥的上佳原料。三亚华盛经济发展有限公司此次与昌江黎族自治县合作，该公司总投资4.8亿元（其中企业自有资金2.8亿元，省工业发展资金借款1亿元，银行贷款1亿元），在昌江境内建设一条5000t/d新型干法水泥熟料生产线，工程于2003年12月开工建设。据介绍，工厂采用现代化新型干法水泥生产工艺进行生产，能耗低，污染少，资源利用率高，预计项目年产值可达6亿元。同时，公司还在澄迈县老城工业开发区建设有配套的水泥粉磨站，年产水泥200万吨。目前澄迈粉磨站土建工程正加紧进行，已进入设备安装阶段。另据了解，专门为200万吨水泥厂运输熟料散装的铁路专用线昌江站于近日开通，为水泥厂运输石灰石的矿山公路也已通车。

　　据业内人士介绍，随着华盛昌江200万吨水泥厂的投产，加上目前正在该水泥厂旁边紧锣密鼓建设的由国投海南水泥有限公司投资3亿元、年产100万吨的旋窑大水泥生产线，预计至今年年底，我省水泥行业今年将新增300万吨的产能，加上目前430万吨的年生产能力，明年我省水泥行业将达到730万吨年生产能力，水泥行业供过于求的格局即将形成，而这有利于我省水泥行业的产业结构的良性调整和水泥行业产品质量的升级。

　　省委常委、统战部长王守初，省人大常委会副主任陈孙文，副省长林方略，省政协副主席符气浩参加了投产仪式。王守初在投产仪式上希望各级政府和职能部门继续做好服务工作，努力为民营企业的发展壮大创造良好的环境。

看不到污染的水泥厂

早就听说，以旅游著名的三亚市只有一家工厂，而且是一家在生产过程中极易产生严重污染的水泥厂。

在三亚采访的时候，记者却看到了一个完全另类的水泥厂，这就是三亚市的惟一工厂——海南三亚华盛天涯水泥有限公司。

天涯水泥有限公司是一家始建于20世纪70年代的老国企，当时叫三亚自治州水泥厂。经营了近二十年后，背负着污染严重与效益不好两座大山的水泥厂一步一蹒跚，1998年企业面临关闭。

“就这样看着水泥厂关门？如果水泥厂关门倒闭，那么欠下自己的那六百多万元岂不也要泡汤？”现任公司总经理、当时水泥厂的最大债主陈毓勇实在咽不下这口气。老陈向朋友借款、向银行贷款，硬挺着。1999年4月1日，经批准将工厂转制。转制后的企业到处挖人才，网罗到人才后，公司下狠心治理污染，为此专门成立了环保所，研究粉尘治理技术，先后投入了500多万元治理粉尘。

经过彻底的改造，如今的工厂早已脱胎换骨。不仅生产能力达到了国家同行业大型企业的规模，而且其环境状况更是令人叫绝。在整个工厂区内，既闻不到任何气味，更看不到一点点粉尘。与其说它是工厂，不如说它更像一个大的花园式建筑群。

天涯水泥厂成为了名符其实的生态工厂。

围绕生态省建设，这几年海南省还先后进行了城镇人居环境、生态农业园建设，以及树下种植等多项生态工程。三年多来，海南省在社会经济取得较快发展的同时，经济开发对环境的影响也在经济发展过程中得到了有效消化，全省环境质量得到进一步改善，继续领先全国先进水平。

在经历了发展过程中的多次阵痛之后，海南终于找到了自己要走的路，那就是生态立省。以生态立省，打生态牌，走生态路，吃生态饭，发生态财。

无论是亲自参与了筹划生态省规划的海南省省长汪啸风，还是对创建生态省有着独到见解的年轻的海南省副省长李礼辉，都对海南生态省的建设充满了信心。他们说，海南的生态路注定要走下去，不会有穷期。这是一条可持续发展的路，是一条充满希望的路。

沿着这条路，在海南——祖国美丽的宝岛上，我们看到了海南人民迈出的坚实步伐，这步伐不再沉重，这步伐充满了成功与自信。
